Before founding Premier, Yvette served as a Compliance Monitor with the Texas Department of Housing and Community Affairs (TDHCA), where she gained firsthand insight into regulatory requirements, monitoring practices, and state compliance expectations. She also served as Compliance Director for a nonprofit property management organization, overseeing the compliance program for an extensive affordable housing portfolio.
Throughout her career, Yvette has developed and implemented comprehensive compliance policies and procedures across multiple affordable housing organizations. Her leadership and commitment to excellence resulted in an outstanding company- wide compliance record on external audits.
Today, Yvette leverages her extensive regulatory knowledge and practical industry experience to help owners, management companies, and housing organizations navigate complex compliance requirements with confidence. As Compliance Manager, Lucy has been an integral part of Premier Compliance Consulting since 2018. With extensive experience in affordable housing compliance, she plays a key role in helping clients maintain regulatory compliance and prepare for successful audits.
Lucy conducts comprehensive on-site compliance audits to identify potential risks, provide practical recommendations, and ensure properties remain in compliance with applicable program requirements.
She specializes in determining resident eligibility, facilitating external audits, and preparing detailed reports for monitoring agencies.

Sharnea Dixon
Sharnea brings more than 15 years of experience in property management and affordable housing, with a well-rounded background that spans every level of on-site operations. Nicole brings more than 10 years of regulatory compliance experience from the Texas Department of Housing and Community Affairs (TDHCA), where she served as a Compliance Monitor overseeing affordable housing programs throughout Texas. Prior to joining TDHCA, Nicole gained valuable hands-on experience in on-site property management, giving her a well-rounded understanding of both operational and regulatory compliance.
As a Compliance Officer, Nicole leverages her unique perspective to help clients navigate complex affordable housing requirements, prepare for monitoring reviews, and maintain compliance with confidence. Christine specializes in overseeing HUD, LIHTC, Section 8, HOME, Bond, and other affordable housing programs across multiple states, helping property teams successfully navigate complex regulatory requirements while maintaining strong operational performance.
